Community Solutions Inc. to spearhead 85 county, multi- state, WiMax
infrastructure development”.
Orlando, Florida-Telecommunications; Cobian International Group has announced that its
Services subsidiary, Cobian ETC, Inc. in cooperation with A-Plus Community Solutions, an Atlanta based
provider of telecom solutions to various county and state legislatures, have agreed in principle to build,
implement, and manage a cross-region wireless network, with a Broadband reach across 85 U.S. counties
in four states. Those states are South Carolina, Georgia, Alabama and Mississippi.

With WiMax technologies at the forefront of Cobian’s product line, a technology still relatively unchartered
by U.S. service provider, this infrastructure build will be the industry’s most aggressive attempt at a
fully functional collaboration WiMax network built within U.S. state lines. With a specialization to date
in providing economical telecom solutions in the Caribbean, this marks Cobian’s first foray into amplifying
its domestic presence.
A-PCSI, founded in 1998 by CEO Larry Morrow has been known to date for its
consulting services and impact on improving city and county network infrastructure while effectively
generating economical growth through business model development for local exchange carriers and
service providers within specific regions. “In 2001, A-Plus committed itself to providing an aligning platform
for landline service providers” quotes CEO Morrow. “We met much resistance as there was and still
is no camaraderie among land and wireless transmission”.

With the goal to form a “Regional Alliance” the 85 county consortium is one leg of a three leg, 336 counties
“Broadband Telecommunications Upgrade” that A-Plus Community Solutions Inc. has committed to over
the next 36 months. Round one being the 85 county legs is expected to break ground in January of 2010
with rounds 2 and 3 expected to follow and meet completion by 2012.
